What should be done when the systemctl access denied error occurred?

While I am using CentOS 8 I faced the‘’ Failed to execute operation Access denied’’ error after running the‘’ sudo systemctl disable httpd’’ command. Also when I run this command with the root user, I received the following errors. I appreciate it if someone please guide me.
