Yes, you can create a local repository within your network and disconnect your internet servers. Then define them to download, install or update their packages from that repository.
But about Zabbix, install it from the source. You should download the package and then install it. You are recommended to put the Zabbix package on one of your internet repository servers. Then give the address of the considered server (which is the Zabbix package method) when you are downloading to your server.
